Lhundup Dukpa tiene 51 años y es miembro del Gobierno de Bután, donde su anterior rey implantó hace pocos años el índice de la Felicidad como indicador máximo del Gobierno. Si queréis saber más sobre ello y sobre cómo llegué a él mediante la carta que envié al Rey de Bután, clickad a continuación

Parte 2:  Entrevistalhundup

¿Dónde está Bután y cómo es?
Bután es un país montañoso, situado en las montañas del Himalaya, en el Norte de India y el sur de China. Es una joya de la naturaleza en cuanto a biodiversidad, con un 65% del territorio formado por bosque natural que está protegido por la Constitución como reserva nacional .LA caza y la domesticación de vida salvaje está prohibida. Así como la venta de Tabaco.
La Cultura de la gente de Bután está profundamente influenciada por el Budismo.
Tenemos 4 estaciones y 3 zonas climáticas: caliente en el sur, moderado en el centro y regiones frías en el Norte.
La Economía de Bután está basada en el turismo Controlado (Poco volumen y alto valor), producción de energía hidráulica (El mayor factor de los 3) y agricultura con un 75% de habitantes dedicados a ello.
¿Y qué podemos saber del Rey?
El Rey es el Comandante Supremo Secular (laico) y el Custodio de la Soberanía Nacional, de la felicidad y del bienestar del pueblo Butanés. El cuerpo Espiritual o Monástico está liderado por Jekhenpo, el Máximo Responsable de la rama religiosa.
Prácticamente el 90% de lo Butaneses son Budistas.
Si estoy bien informado, el anterior Rey (padre del actual), abdicó y declaró elecciones democráticas al mismo tiempo que proponía el FNB (Índice de la Felicidad Nacional Bruta). ¿Es así? ¿Cómo reaccionó la gente?
Sí, el 4º Rey abdicó del trono a los 55 años y pasó la Corona al Príncipe. Cuando fue nombrado el 4º Rey a los 17 años, el adoptó el concepto de la Felicidad Nacional Bruta, que es actualmente la filosofía de desarrollo nacional de Bután.
Él inició el desarrollo de la Constitución de Bután y es el responsable de la declaración constitucional de que si el Rey no realiza sus obligaciones, debe abdicar al trono.
La gente inicialmente no quería adoptar la democracia, pero él les convenció diciendo que la gente no debía confiar solamente en una persona para el Desarrollo del País y para proteger la Soberanía de la Nación.
En 1907 el pueblo de Bután, coronó al 1º Rey al que nombraron responsable de Gobernar el país.
En 2007 el 4º Rey cedió la responsabilidad de Gobernar de nuevo al pueblo, alegando que estaban listos para ello.
¿Y qué puedes contarnos sobre el Nuevo Rey?
El Rey ha sido cuidadosamente criado y educado para tomar la responsabilidad del Reino. Él es el Responsable de Estado y de asegurar el bienestar y felicidad del pueblo. Es querido por todo el mundo de Bután.
¿Cuáles son los fundamentos del Índice de la Felicidad Nacional Bruta?
El Gobierno de Bután explica la Felicidad dentro de un marco basado en 4 pilares de la FNB, que son Buena Gobernanza, Protección del Entorno o Medio Ambiente, Preservación de la Cultura y Desarrollo socioeconómico sostenible. Pero personalmente, creo y siento que es mucho más que eso que los 4 pilares pueden explicar. De manera simple, significa que “tú solo puedes ser feliz si tus vecinos lo son, lo que incluye todos los seres humanos, lo son”. La pregunta fundamental que uno debería hacerse es, “¿Cuáles son las condiciones que permitirían y soportarían la felicidad de todos los seres humanos?”. La responsabilidad del gobierno elegido es asegurar las condiciones que permitan que la felicidad pueda ser seguida y alcanzada por la nación.
Se han desarrollado Índices y Herramientas de Felicidad para evaluar proyectos y planes. Todo proyecto que fracase en alcanzar los parámetros establecidos en el Índice de Felicidad, serán rechazados. Por ejemplo, la exportación de madera a otros países traería mucho dinero a Bután, pero en el Largo Plazo esto mermaría  los recursos naturales y la vida animal se vería afectada.  En consecuencia, no cumple el Criterio de preservación del entorno. Por ende, la exportación de madera a otros países está prohibida.
¿Cómo y por qué fue creado el Índice de FNB?
Todos los países del mundo se han dirigido a una economía capitalista globalizada, pero la gente continúa sufriendo: muchos niños fueron privados de educación, se ha incrementado el número de personas por debajo del umbral de pobreza y de hambruna, cada vez más negocios van a la bancarrota, la salud está viéndose deteriorada debido a la disminución global de facilidades sanitarias y el medio ambiente está siendo seriamente dañado. También nos damos cuenta que sin bienestar espiritual, el desarrollo material por sí mismo, no aporta felicidad. En consecuencia, Bután decidió que necesitábamos una nueva manera de desarrollar el país, con una nueva Visión.  Así fue como la idea de la Felicidad Nacional Bruta fue ideada por el Rey. De todas formas, aunque esta es la filosofía de desarrollo nacional de Bután, todavía estamos tratando de materializar esta visión adecuadamente, lo que no es sencillo cuando estás completamente rodeado por el capitalismo.
Tengo entendido que para la creación de este índice, trabajasteis con reputados profesionales de todo tipo y de todo el mundo. ¿Es así?
Sí, había gente de fuera de Bután que vio algunos valores en el concepto de la FNB. Vinieron a estudiar y trabajar con nosotros para diseñar algunos proyectos.
¿Es posible alcanzar la felicidad con este sistema? ¿Lo habéis conseguido?reto-migranodearena-pequeno
Es algo que tienes que experimentar tú mismo, personalmente. ¿Soy yo feliz? Sí, por supuesto.
¿Qué papel está jugando le Educación en todo esto?
Hemos revisado nuestro sistema educativo a través del concepto “Educando para la FNB”. El sistema educativo aquí en Bután está en medio de un cambio muy profundo.
Y cambiando de polo, ¿Qué piensas sobre África? ¿Crees que un futuro mejor es posible allí?
Cualquier país puede experimentar la felicidad. Pero África o cualquier otro lugar deben revisar el objetivo del desarrollo. Si aún se sigue el modelo de desarrollo occidental, midiendo el desarrollo nacional en términos puramente económicos, tendrán difícil alcanzar el objetivo de la felicidad. LA felicidad aparecerá como un espejismo en el desierto si se continúa a seguir el capitalismo.
No sé mucho sobre África. En los medios se proyecta África como un continente devastado por las guerras y con mucha hambruna. Sin embargo, no lo creo así completamente. Los medios y muchas ONG toman provecho de problemas enfrentados por muchos países. Para muchos de ellos esto es un negocio para generar dinero. Estas historias influencian a la gente para donar dinero. Así es como grandes ONG pueden proveer lujosos coches  y elevados salarios a sus empleados. Bután no necesita alentar a ONGs internacionales.  También tenemos algunas de las grandes aquí. Pero no soy muy partidario de ellas. Es más fácil encontrar a mi Rey que un Director de proyectos de estas ONG.
¿Piensas que es posible aplicar en Sistema de la FNB allí?
Sí. En cualquier lugar y en cualquier país.
¿Y en los países occidentales? ¿Crees que lo podemos aplicar?¿Nos ves listos?
Por supuesto.
¿Cuál crees que es el rol que puede jugar Bután en el mundo, en el caso de que Bután quiera?
Si otras naciones quieren aprender sobre nuestro sistema, son bienvenidas. Yo no creo que Bután quiera influir el mundo a menos que otros estén interesados en estudiar nuestro modelo de desarrollo.
En vuestro sistema, hacéis mucho hincapié en mantener vuestra cultura y tradiciones. ¿Cómo  lo hacéis? ¿Cómo tenéis pensado conseguirlo?
Cualquier sociedad que desee preservar y promover su propia cultura y tradición, debe estudiar las cosas con una mirada muy crítica. Cualquier cultura y tradición que discrimina y quiere dominar a otros, será difícilmente sostenible en el siglo 21 y más allá. Los fundamentos de la cultura y tradiciones de Bután están basados en la compasión, la amabilidad, la integridad, la satisfacción, la tolerancia, la cordialidad, las relaciones positivas y la no-violencia, que es Universal en la naturaleza. Por eso creo que nuestra cultura y tradiciones sobrevivirán en el siglo 21 y más allá.
En tu opinión, ¿cuál es la contribución de Bután a un Mundo Mejor?
Bután quiere establecer sus propios estándares. Queremos conservar y promover nuestra herencia natural, preservar nuestra cultura y tradición únicas, promover una economía verde sostenible y renovable. Nuestra filosofía está basada en la Felicidad Nacional Bruta y es guiada por nuestra espiritualidad. Pienso que podemos contribuir a un Mundo Mejor simplemente siendo Butaneses.
¿Y la tuya?
Creo en la filosofía de la FNB. Sin embargo, siento que necesitamos estrategias y herramientas efectivas para alcanzar el objetivo de la FNB. En términos de estilo de vida y manera de vivir, las ecoaldeas es un buen modelo de vida.
Sobre educación, necesitamos buscar el concepto de “Educología”, que es mi área de estudio.
En términos de desarrollo económico sostenible tenemos que promover la economía de suficiencia. Por esto es por lo que me uní a GENOA, para aprender con gente con ideas afines inspirados por el concepto de ecoaldeas.
¿Algún mensaje de Bután al resto del mudo? ¿Y tuyo?
El mundo necesita revisar su visión de desarrollo. La filosofía de desarrollo convencional no está funcionando.

Espero que os haya gustado. A mí personalmente es una entrevista que me ha hecho reflexionar.

REFLEXIÓN FINAL

¿Estamos haciendo lo correcto para evolucionar hacia un mundo mejor?  Probablemente el sistema de Bután no es perfecto. Y les quedará un largo trecho por recorrer hasta tenerlo bien engrasado. Eso forma parte de todo aprendizaje. Pero es un sistema mucho más cercano a lo que debería ser, que el neoliberalismo imperante.
A la vez me pregunto si seremos capaces en el mundo occidental de asumir conceptos tan sabios y tan sencillos, pero a la vez tan difíciles de aplicar debido a nuestro sistema actual, que en muchos casos promueve que el que peor actúa, sea el más premiado.
Yo estoy convencido de que sí. Pero nos encontramos en una crisis de valores histórica. Potenciada por la aplicación de un sistema que está agonizando, herido de muerte. Un sistema que ha sido la mejor respuesta que podíamos dar en determinados momentos… pero que forman parte de un pasado lejano. Hemos evolucionado. O queremos hacerlo. Pero este sistema nos limita. Hay que evolucionarlo también, pues ahora mismo es un sistema obsoleto que ya no responde a las necesidades actuales de la humanidad y de la tierra. Quizás deberemos llevarnos un último gran golpe antes de reaccionar. Algo que nos abra los ojos de verdad. Una crisis que se avecina propiciada por los pecados capitales de este mundo. Liderados por la codicia. El pecado principal de este neoliberalismo desmedido. Pero estoy convencido de que la condición humana nos llevará, con nuestros tropiezos típicos, hacia este desarrollo tan deseado y necesario. Pues somos así. Al final, a pesar de todos nuestros defectos, encontramos el camino.
Yo confío en esta humanidad, a veces patosa, pero que al final acaba tomando la decisión correcta. Aunque sea por la simple lógica de la supervivencia….

Part 2: Interview

Where is Bhutan? And how is it? (How would you describe it)lhundup
Bhutan is on the Himalayan Mountain Range in the north of India and south of China. Bhutan is a mountainous country. It is a treasure house for biodiversity with 65% of natural forest cover and protected by the constitution as national reserved forest.  Hunting and domestication of wild life is prohibited. Sale of cigarette and tobacco is banned. The culture of Bhutanese people is deeply influenced by Buddhism.
We have four seasons and three climatic zones: warm in the south, temperate zone in the middle, and cold regions in the north. Bhutan’s economy is based on controlled tourism (low volume and high value), hydro power (the highest contributor), and agriculture with 75% of Bhutanese farmers.
And what about the King?
The King is the supreme secular commander and the custodian of national sovereignty, happiness and wellbeing of the people. The spiritual or monastic body is headed by Jekhenpo or the supreme head of religious body. Almost 90% of Bhutanese are Buddhist.
I have Heard the former King (his father) abdicated and declared democratic elections at the same time that he proposed the National Happiness Index. Is it like this? And how did the people react to this?
Yes the 4th King abdicated the throne at the age of 55 and handed over the Crown to the Prince. When he became the 4th King at the age of 17, he coined the concept of Gross National Happiness which is the national development philosophy of Bhutan.
He initiated the framing of Bhutan’s Constitution. He was behind the constitutional statement, that if the King is found not delivering his duties, he must abdicate the throne. People were reluctant to accept democracy but he was able to convince them at the end, saying that people should not rely on one person to protect the sovereignty of the nation and for a country’s development. In 1907 the people of Bhutan crowned their first King and made the King responsible for ruling the country. In 2007 the 4th King handed the responsibility of ruling the country back to the people saying that now they are ready to take care of the country.
What about the new king? How did he come back to the monarchy?
The new King has been carefully educated and nurtured to take the responsibility of the Kingship. He is the head of the State and responsible to ensure the wellbeing and happiness of the people. He is loved by everyone.
Which are the basis or fundamentals of the National Happiness Index?
The Bhutanese government explains happiness within the framework of four pillars of Gross National Happiness, which are Good Governance, Protection of Environment, Preservation of Culture, and Sustainable socio-economic development. But I personally feel that it is much more than what four pillars can explain. In simple terms it means that ‘you can only be happy if only your neighbours, which includes all living beings, are happy.’ The fundamental question one should ask is, ‘What are the enabling conditions that support the happiness of all living beings?’ The responsibility of the elected government is to ensure the enabling conditions so that happiness can be pursued for the nation.
Happiness index and tools have been developed to evaluate projects and plans. Any project that fails to meet the happiness index will be rejected. For example, the export of timber to other countries will bring lot of money to Bhutan but in the long run this will deplete the natural resources and wild life will be affected.  Therefore fails to meet the environmental preservation criteria. So, export of timber to other countries is banned.
Why and how it was created and which are their main points or pillars?
All the countries in the world have gone for capitalist global market based economy but people continued to suffer: many children were deprived of education, increase in poor people with starvation, business going bankrupt, health of the people and all other living beings are deteriorating due to diminishing health facilities, and environment is depleted beyond measure. We also realized that without spiritual wellbeing the material development alone did not bring happiness. Therefore, Bhutan decided that we needed a new way of developing the country and a new vision. This was how the idea of Gross National Happiness was thought of by the King. Although, this is the national development philosophy for Bhutan, we are still trying to materialize this vision. It is not easy though when you are surrounded by capitalism.
I have also heard that in the process of creation of the Index, you worked with reputed professionals from all over the world, from different professions? Is it like this? We could know something about them or their contribution?
Yes there were people from outside of Bhutan who saw some values with the concept of GNH. They came to study and work with us to design some projects.
Is it possible to reach the happiness with this system? Do you have it?
This is something that you must experience yourself. Am I happy? Yes, of course.
You are related to the Ministry of Education. Isn’t it? Which role is the education playing with all this?
We have revision our education system through the concept of ‘educating for GNH’. The education system here in Bhutan is going through a major change.
What do you think about Africa? Do you think a “better future” is possible there?
Any country can experience happiness. But Africa or any other country must revision your goal of development. If you still follow the western model of development, by measuring the national development in terms of monetary value, they will find it difficult to reach the goal of happiness. Happiness will appear like a mirage in a desert if you continue to follow capitalism.
I do not know much about Africa. The media projects Africa as a war torn country with lot of starving people. However, I do not believe this. Media and many international NGOs take advantage of problems faced by the countries. For many of them this is a money making business. Such stories influence people around the world to donate money. This is how some Big NGO’s are able to provide SUV vehicles and pay huge salaries to their employees. Bhutan does not encourage international NGOs. We do have some of them here but I am not very fond of them. It is easier to meet my King then a project director of these big international NGOs.
And what about applying a national happiness index there? Do you see it possible?reto-migranodearena-pequeno
Yes, anywhere and in any country.
And in the western Countries? Do you think is it possible here? Do you see us ready, or far from ready?
Of course.
Which is the role Bhutan can play in the world, in the case Bhutan wants to do it?
If other nations want to learn they are welcomed. I do not think Bhutan wants to influence the world unless others are interested to look at our model of development.
I have heard you are much focused to maintain your culture and traditions. How do you do it? Do you think you will manage?
Any society that wishes to preserve and promote its own culture and tradition must study through ones critical lens. Any culture and traditions that discriminates, wants to dominate others, and is racist will find it difficult to sustain in the 21st century and beyond. The foundation of Bhutan’s culture and traditions is based on compassion, kindness, integrity, contentment, tolerance, friendliness, positive relationship, and non-violence which is quite universal in nature. This is why I think our culture and traditions will sustain in the 21st century and beyond.
In your opinion, what’s the main contribution of Bhutan to a Better world?
Bhutan wants to set its own standards. We want to conserve and promote our natural heritage, preserve our unique culture and traditions, promote sustainable green economy which is renewable, our development philosophy is based on gross national happiness, and remain guided by our spirituality. I think we can contribute to a Better World by being Bhutanese.
And yours?
I believe in the philosophy of GNH. However, I do feel that we need effective strategies and tools to realize the goal of GNH. In terms of lifestyle or way of living, ecovillage is a good model of living. For education we need to pursue Educology concept, which is my area of study. In terms of sustainable economic development we have to promote sufficiency economy. This is why I joined GENOA to learn with the likeminded people who are inspired by the concept of ecovillage.
Any message from Bhutan to the world? Or yours?
The world need to revisit their development vision. The conventional development philosophy is not working.

SUMMARY

I hope you liked. It has been an interview that has forced me to do some serious thinking about our world and ourselves.

FINAL REFLECT

Are we acting properly in order to evolve towards a better world? Probably, the system applied in Bhutan is not perfect. And probably,  they still have a long run in the future in order to improve it. It is an inherent part of learning. But it is a much closer system to what it should be rather than our dominant neoliberalism.
At the same time I wonder whether we will be able, in western countries, to assume such wise and simple concepts, but at the same time so difficult to apply due to our actual system, which promotes in many cases that the one that acts in a dishonest manner is the one who win the prize.
I am positively convinced that yes, we are able to do it.  BUT, we are living a historical crisis of Values as persons and as a society.  Partly favoured by the application of a system that is sick… fatally injured. A system that has been the most adequate answer to past problems, but that now belong to our past history. We have evolved. Or we want to do it. But this system is limiting us.  It has to be evolved as well, since now it is an obsolete system which do not respond to the actual needs of humanity or the needs of our Mother Earth. Maybe we need to receive a last big hit on ourselves before reacting. Something that will finally open our eyes.  A crisis that is coming, favoured by the capital sins of this wolrd. Leaded by GREED. The main Sin of this boundless neoliberalism. But I am really convinced that the human condition will guide us, with our typical missteps, towards this necessary and so desired development.  We are like this.
